Article 1 The competent head of the international college is in charge of the review and approval of foreign students’ residence permits and visas issues, and the office of international student affairs is responsible for specific procedures.
Article 2 An international student who is about to study in USC should enter China with an ordinary passport and X visa (X1 or X2). X1 visa is valid for 30 days after the entry into China; X2 visa’s period of validity is subject to its indication. If an international student enters China with other types of visa which make them unable to begin his or her normal study in school, he or she shall undertake the consequences.
Article 3 An international student with X1 visa must apply for study-type residence permit within 30 days after his or her entry into China. Otherwise it shall be regarded as illegal residence. One with X2 visa needs to apply for a residence permit before the expiration of the visa if he or she wants to continue his or her study at the university.
Article 4 After check-in, international students should take health examination in a tertiary hospital in Hengyang City within the time limit set by the teachers in the office of international student affairs. After they have obtained the health certificate, teachers in charge of international student affairs will lead them with relevant documents to the exit and entry administration division of Hengyang municipal public security bureau to apply for residence permits within 30 days.
Article 5 Before applying for a residence permit or the extention of a residence permit, an international student shall pay off tuition, accommodation fee, insurance fee and other fees and go through all registration procedures for the new academic year.
Article 6 Any international student should report to the office of international student affairs of the international college within 24 hours after entry into China and hand in the passport for a temporary residence permit. The teacher in charge of international student affairs shall report it on the registration system of aliens for temporary residence and fill in the registration form of temporary residence. When the name, sex, date of birth, residence reasons, term of residence, issue date, accommodation address, visa and other information of an international student has been modified, he or she should go to the exit and entry administration division of Hengyang municipal public security bureau to handle the modification procedure within 10 days from the date of modification.
Article 7 An international student with X1 visa must provide the following documents when applying for a residence permit:
The valid ordinary passport; visa; copies of the latest entry stamp;
The application form of visa and residence permit for foreigners;
The admission notice of USC(original or its copy);
JW202 or JW201 form;
Health certificate issued by a tertiary or above hospital;
The registration form of temporary residence issued by the local police station;
The application letter of international students’ registration issued by the college with the stamp.
Article 8 An international student who needs to extend his or her study period due to special reasons must report to the college for permission. After being permitted, he or she must apply for the extension of a residence permit on condition that he or she has a valid residence permit on the passport and payment certificate of tuition.
Article 9 The international college has, in accordance with Exit and Entry Administration Law of the People’s Republic of China, the right to refuse to handle a residence permit, the extension of a residence permit, or a visa issue of an international student who fails to pay off fees (tuition, accommodation fee, insurance fee and etc.) in time.
Article 10 An international student shall pay close attention to the validity date of his or her passport, visa and residence permit. If those credentials are about to be invalidated, he or she must go through the extension procedure in a timely manner, otherwise he or she shall be fined by the public security organ. Then the international student shall bear the fine him or herself. When an interntional student still stays in China upon the expiration of his or her residence permit, illegal residence will be constituted. According to article 78 of Exit and Entry Administration Law of the People’s Republic of China, the illegal resident shall be warned; in a serious case, he or she shall be penalized with a fine of 500 RMB per day but no more than 10,000RMB in total or shall be detained for no less than 5 days but no more than 15 days and then be expelled from the country.
Article 11 For extending or changing the residence permit, an international student must submit to the office of international student affairs of the international college the application documents at least 30 days in advance, otherwise he or she shall assume the consequences him or herself. The international student shall prepare documents required at his or her own expenses in application.
Article 12 Passport, visa and residence permit should be kept properly. They shall not be altered or damaged. Anyone who violates this shall be punished. If a passport is lost, the bearer must reportto the police station where he or she lost it immediately and ask for a “Passport-Lost Certificate”, and then apply for reissuing a new one from his or her country’s embassy in China. t Upon receiving the new passport, the beraer shall go to the Exit and Entry Administration Detachment of the Hengyang Municipal Public Security Bureau to apply for a replacement of the former residence permit. Please notice: keep the copies of the passport, visa and residence permit in need of replacement when the originals are lost.
Article 13 According to the provisions of public security departments of China, foreingers are not allowed to travel to places closed to foreigners. It is unlawful to travel to those places without authorization. On holidays international students may travel to any open place in China after reporting to the office of international student affairs of the international college in advance. In addition to the tour uniformly arranged by the school, anyone who desires to travel to the places closed to foreigners shall report the target places to the Exitand Entry Administration Detachment of the Hengyang Municipal Public Security Bureau to handle the travelling procedure. In travelling the international student shall abide by the relevant regulations of China and bear all costs.
Article 14 In case of the end of the semester, the extension of visa and residence permit shall be handled two weeks prior to the beginning of the holiday. On holidays the extension formalities will, in general, not be processed. If an international student maliciously owes fees, drops out of school, suspends schooling, or is expelled from school, the school has the right to apply for cancellation of his or her residence permit and to change his or her visa into a stay permit and make him or her expelled from the country within a time limit. An international student who has completed his or her study shall depart from mainland China within the valid term of his or her visa or residence permit. Penalties resulted from illegal stay shall be assumed him or herself.
Article 15 If family members or friends desire to visit relatives in China, they must go through the application formalities in their domestic tourism departments that have a business relationship with the China International Travel Agency. The school will not deal with such issues and provide accommodation for them.
Article 16 All specific matters related to the international student visa and residence management shall be dealt with in accordance with specifications for the issuance of visa documents for foreigners.
