In the afternoon of February 17, 2025, Liu Aimin, the Chief of the Population and Entry-Exit Administration Detachment of the Hengyang Public Security Bureau, and his entourage visited the University of South China and issued a brand-new "Five-star Card" to Professor YIKANG RONG, a high-level foreign talent of the university. This marks the completion of the renewal and upgrade of Professor RONG's Foreigner Permanent Residence Identity Card, and also reflects the in-depth cooperation between the Hengyang Public Security Bureau and the University of South China in serving high-end foreign talents.
Chief Liu Aimin said, "In recent years, the Municipal Public Security Bureau has provided 'one-on-one' and 'face-to-face' door-to-door services, publicized and interpreted policies such as long-term work permits, the handling of 'Five-star Cards', housing purchases, and medical security. This enables foreign talents to understand and love Hengyang, ensuring that they can stay here and perform well in their work. The issuance of the 'Five-star Card' this time aims to provide more efficient services for foreign talents and help them work and live in Hengyang with peace of mind. We hope to deepen our cooperation with the University of South China to attract more outstanding foreign talents to Hengyang."
