In order to strengthen the discipline awareness of international students, regulate the international students’ leave behavior and manage their attendance, these provisions are developed.
Article 1 Leave is classified into personal leave, sick leave and business leave. Personal leave refers to the absence due to personal affairs of students who cannot attend class at the prescribed time; sick leave refers to the absence from school due to poor health; business leave refers to requests for leave due to participation in activities organized or carried out by the school and confirmed by the heads of relevant authorities that the students are unable to attend class on time.
Article 2 An international student who cannot attend classes or participate in school collective activities due to personal affairs, illness, or school business must go through the leave formalities, otherwise he or she shall be deemed as absenteeism.
Article 3 An international student who asks for personal leave for more than one day (including night), must explain the reasons and produce a written proof. The one who asks for sick leave must provide a medical certificate produced by a hospital at the county or above level or by the school clinic.
Article 4 The leave of an international student (including personal leave, sick leave and business leave) in an academic year may not exceed 1/3 of the total academic classes, otherwise he or she shall be ordered to go through the formalities of schooling suspension.
Article 5 During the assessment including make-up examination period, no request for leave shall, in general, be approved except for sick leave. If one has to ask for leave, he or she must obtain the leave permission of the office of international student affairs and the office of teaching affairs no matter how long the period is. The one who has been approved to leave may participate in the deferred examination.
Article 6 The office of international student affairs is responsible for the management of request for leave. An international student who desires to ask for leave shall go to the office of international student affairs for the leave form and fill out the form truthfully.
Article 7 Leave for one class period shall be verbally approved by the class monitor, the class teacher or the course teacher; leave for two or more class periods but less than three days shall be approved by the class teacher and the office of international student affairs; leave for more than four days but less than 2 weeks shall be approved by the vice-dean of the international college; leave for two weeks or more shall be approved by the dean of the international college.
Article 8 An international student who cannot ask for leave in advance due to emergency, shall ask the monitor, vice monitor or other international students to handle the leave formalities for him or her. Upon the expiration of leave, one who cannot terminate his or her leave, shall go through the formalities of extending leave.
Article 9 International students must leave school on holidays and come back to school at the end of holidays in accordance with the time limit stipulated by the school. The one who fails to return school on time must go through the compensatory formalities of leave with valid proof materials, otherwise he or she shall be deemed as a truant.
Article 10 An international student who has asked for leave for 3 days or more shall go to the office of international student affairs in a timely manner to report back after leave of abscence when returning to school, otherwise he or she shall be deemed as a truant.
Article 11 On winter or summer vacations or national holidays, if an international student desires to go home or go out, he or she must fill in the destination and returning form of the international students on holidays and report it to the office of international student affairs. In case an abnormal situation occurs, the class teacher and the office of international student affairs can contact the parents concerned timely and report it to the school.
Article 12 All attendance of class, self-study, experiment, internship, internship or collective activities organized by the school of international students shall be recorded. The one who cannot attend those activities mentioned above shall go through the procedure of asking for leave. Anyone who is overdue shall be regarded as absenteeism (one day of absenteeism is counted as six class periods, and three times of late or early leave is counted as one class period of absence.).
Article 13 A student who frequently plays truant shall be given a corresponding disciplinary punishment by the school in accordance with the regulations on the administration of international student status of USC and the measures for disciplinary punishment of international students of USC.
Article 14 Each monitor or vice monitor must record the attendance of students each class. The class attendance of international students is supervised and confirmed by the class teacher and the course teacher with their signatures. The monitor shall report the attendance of the class to the class teacher every week.
Article 15 Any international student may not request for leave through cheating or concealing the truth. Once found out, the applicant and the students involved shall be severely punished.
Article 16 Each class shall count the students' attendance and report it to the office of international student affairs of the international college weekly. The class teacher shall report the frequent truants to the office of international student affairs in a timely manner, and strengthen education and order them to review and correct their behaviours.
Article 17 To an international student who is absent from school enough to be disciplined, the class teacher shall make a disciplinary punishment proposal in a timely manner. After a disciplinary punishment proposal has been reviewed by the office of internaitonal student affairs, it shall be submitted to the college timely for the disciplinary punishment.
Article 18 Attendance management persons shall not exceed their authority to allow leave, and class cardres shall not cheat in recording attendance. Otherwise, the persons concerned shall be held accountable by the international college.
