In order to strengthen the standardized management of international student dormitories, protect the legitimate rights of intertnational students, and create a quiet living and study environment, according to Provisions on the Administration of Students in Regular Institutions of Higher Education promulgated by the Ministry of Education, Measures for the Administration of Students Dormitories of USC as well as the actual situations of international students of USC, these provisions are formulated.
Chapter 1 Check-in
Article 1 International students shall live in the dormitories allocated by the school. Except for under special circumstances international students may not live outside the school.
Article 2 International students may apply for a single-bed room, a double-bed room or a four-bed room to live in at the time of registration. The room will be allocated by the teacher according to the situation. Without the teacher's permission, students may not exchange their rooms or beds privately. If a student wants to change his or her room due to special reasons of necessity, he or she must submit a written application to the office of international student affairs. After the application has been approved by the office and has been reported to the entrance guard for the record, the room can be changed.
Article 3 The key to the room cannot be lent and duplicated after students check in. If the key is lost, this shall be reported to the entrance guard in a timely manner so that the lock can be replaced, and the related cost shall be borne by the parties concerned. In order to maintain facilities and check security, the spare keys are uniformly kept by the guard.
Article 4 International students should carefully check the bedroom items, sign the accommodation agreement (in duplicate) and pay a dormitory property deposit (500 RMB per person). It is required to keep the school property well during the stay. If the dormitory property items are well maintained, the deposit will be returned in full upon leaving the school. If there is any damage to or loss of them, it shall be compensated according to the cost. The compensation will be deducted from the deposit. If the compensation exceeds the amount of deposit, the difference must be paid off before checking out.
Chapter 2 Accommodation Behaviors
Article 5 An international student resident may not sublease, lend his or her bedroom to others or forcibly occupy other people's rooms. When adjusting bedrooms, students are not allowed to move furniture out of the original dormitory. No furniture in the dormitory shall be damaged, dismantled or refitted. It is required to take good care of the dormitory furniture and public facilities. Anyone who loses or damages furniture in the apartment rooms and public facilities shall compensate for the loss and shall, depending on the seriousness of the circumstances, be given a disciplinary punishment.
Article 6 It is forbidden to paint, doodle, spray paint, and nail nails on the walls of the dormitory. It is forbidden to use adhesives on the floor of the dormitory. The violator is responsible for restoring or reinstating the premises. If it is impracticable to restore or reinstate the premises, compensation for the damages shall be made according to the set price.
Article 7 It is prohibited to put up posters, pictures, advertisements, and other promotional materials on the doors, in stairs and corridors of the dormitory; it is prohibited to post or disseminate pornographic audio recordings, videos, VCDS, DVDS or other materials; it is prohibited to park vehicles at the gate of dormitory, in stairways, corridors or other places, or to discard debris so as to block the corridor; it is prohibited to set up stalls in the dormitory or provide a site for direct selling or commission marketing and other commercial activities.
Article 8 It is forbidden to stay out all night. The dormitory is closed at night. Students should return to their dormitory before 23:00. The one who returns to the dormitory after the specified time is deemed as a late returner. In special cases, the one who returns to the dormitory late shall explain the reason to the entrance guard and show his or her credential and be registered truthfully.
Article 9 It is forbidden to play high-power audio, make loud noises, play percussive instruments, or conduct activities that will affect others' study and rest during the break. It is forbidden to commit illegal activities such as fighting, gambling, drinking alcohol, and taking drugs in the dormitory. Illegal cohabitation, cohabitation of diferent sexes are strictly forbidden, and it is forbidden to put up the opposite sex, relatives, friends, or outsiders for the night.
Article 10 To one who returns late, or stays out all night, or lives outside the school, or puts up the opposite sex or outsiders for the night in the dormitory, in addition to criticism education, the school shall give a punishment according to "the Measures for discipling international students of USC."
Chapter 3 Security Management
Article 11 The school has the rights to check the room safety status without informing international students. International students should assist dormitory management personnel in maintaining the safety and order of student dormitories. Before leaving the dormitory, one must switch off the lights, electrical appliances and water valves and lock the door. When one goes out for a long time due to internship or travelling, he or she should turn off all the power in the room and inform the dormitory administrator. If one finds any security problem or suspect personnel entering the international student dormitory, he or she should phone the office of international student affairs or the entrance guard.
Article 12 It is prohibited to charge electric vehicles outside with a wire plug. It is prohibited to disassemble or refit the equipment and power lines in the dormitory. It is strictly prohibited to use high-power electric appliances such as fast heater, electric heater, electric furnace, induction cooker and electric rice cooker. It is strictly prohibited to place lamps, wiring boards, electric irons, and chargers on other inflammable items such as bedding, bednets and cartons when the power is on. Cooking appliances can only be used in the kitchen. Anyone who violates these shall be given a corresponding punishment and the electric appliances not allowed to be used will be confiscated.
Article 13 It is forbidden to throw fires, burn items, set off fireworks and firecrackers in the dormitory; it is forbidden to smoke in bedrooms; it is forbidden to barbecue in, before or behind the dormitory; it is forbidden to store any flammable, explosive, corrosive, highly toxic or radioactive substances in the dormitory; it is forbidden to use candles, kerosene stoves, alcohol stoves, liquified gas stoves, coal stoves, and other fire sources in the dormitory; it is forbidden to move without permission or damage the fire-fighting equipment. If one violates any of the above provisions, except for the compensation for the property loss or damages, and undertaking the medical expenses for the injured person and the nutrition fee, he or she shall be reported to the college concerned and the department of student affairs and be given a disciplinary punishment. If it is serious enough to consitute a crime, he or she shall be handed over to the public security organ for punishment.
Article 14 To international students, large sums of money are advised to be deposited into the bank. When leaving the room they must lock the doors and close the windows. Before going to bed, one must bolt the door. One shall not easily make friends with strangers outside the school. When one finds strangers entering the room or discovers that a room has been broken in, he or she shall immediately report it to the entrance guard and protect the site.
Article 15 Students or visitors must obey the guard’s management when coming in or going out of the dormitory. A students or visitor who does not live in the dormitory must be with a valid certificate (id card, passport, student id card, etc.) and go through the visiting registration formality before entering the dormitory and must handle the cancellation procedure when leaving the dormitory. All visitors must leave the dormitory before 22:00 PM.
Article 16 Non-personal items in the dormitory are forbidden to be carried out. One who is out with valuables is expected to be inspected by the entrance guard. After being checked by the guard and registered with a valid certificate (identity card, passport, student ID, etc.) he or she can leave with them.
Article 17 The dormitory gate is to be open at 6:00, closed at 23:00. When the gate is locked, no one is, in principle, allowed to enter or go out of the dormitory. If one, due to some special reasons, has to enter or leave the dormitory, he or she shall explain to the guard the reasons and be recorded truthfully.
Article 18 A student or outsider who fails to comply with the provisions of the guard management, the guard shall give him or her the punishment of criticism education. One who makes troubles without reasons shall be given a disciplinary or public order punishment depending on the seriousness of the circumstance.
Chapter 4 Water and Electricity and Maintenance Management
Article 19 The water and electricity in the dormitory is supplied in a fixed quota. One who uses water or electricity more than the quota, shall pay for the cost of excess parts. It is strictly prohibited to connect without permission or steal electricity. Anyone who violates this shall be dealt with in accordance with relevant regulations and laws. Public electricity for stairs and corridors is afforded by the school.
Article 20 When water, electricity, tables, chairs or wooden cabinets need to be repaired and maintained, the lodging student shall report it to the entrance guard in a timely manner. When the appliance needs to be repaired and maintained, the lodging student shall report it to the office of international student affairs. Any expense incurred in maintenance or repair shall be borne by the international student concerned.
Chapter 5 Hygiene Management
Article 21 Students should clean their room and keep the room clean and tidy. It is forbidden to hang or throw objects outside the dormitory window; it is forbidden to keep pets; it is forbidden to pour rubbish and other debris into toilets and sewers; and it is forbidden to spit, throw fruit peels, and drink alcohol indoors.
Article 22 An irregular sanitory inspection system is implemented in the dormitory management and the college shall be responsible for the sanitory inspection. If the room is dirty, disorderly or in a mess, the college shall give the international student concerned a criticism education or other punishment.
Chapter 6 Check-Out Management
Article 23 Before checking out, a student shall pay off the accommodation fee, water and electricity fee, etc., and shall keep the inside and outside of the room clean and the sewers unimpeded, and return the keys and other public items. If the property is damaged, the depreciation compensation shall be paid according to its cost. The management service personnel of the dormitory shall check them and sign his or her name before checking out.
Article 24 If the items have been left, due to the adjustment of rooms, graduation, suspension, completion of study or dropping out, in the room for 7 days or more and the safekeeping formalities have not been gone through, they shall be regarded as ownerless and the school has the right to clear them up.
Article 25 When a student is expelled from school due to his or her own faults or voluntarily withdraws from school, the accommodation fee paid is, in general, not refundable.
Article 26 When one checks out due to other special reasons, he or she shall go through the procedure in accordance with relevant regulations.
