The Special Anti-Drug Knowledge Lecture Held

To strengthen international students' understanding of China's anti-drug laws and regulations, build a solid campus anti-drug defense, and address the vulnerability of international students to telecom fraud, on November 6, 2025, the International College of USC invited professional police officers from the Foreign Affairs Management Brigade of the Hengyang Public Security Bureau's Population and Exit-Entry Management Detachment and the Anti-Drug Brigade of the Hengyang County Public Security Bureau. They held a special safety education activity for nearly 300 international students from 46 countries, combining anti-drug knowledge popularization and anti-telecom fraud skill transmission. This activity achieved dual safety education coverage of "anti-drug + anti-fraud" and comprehensively ensured the safety of international students' study and life in China.

Professional Interpretation, Clarify the Red Line of Drug Control

During the lecture, police officers Wang Jiajie and Nie Yangmei from the Anti-Drug Brigade explained the core knowledge of anti-drug in a vivid, simple, and straightforward manner. They systematically covered the key aspects of anti-drug by combining China's anti-drug legal framework with actual cases. They provided detailed introductions to the types of drugs explicitly prohibited by Chinese law, including traditional drugs, synthetic drugs, and new drugs, along with methods to identify them, enabling international students to clearly distinguish various drug disguise forms. Meanwhile, the officers emphasized the legal responsibilities related to drug crimes, clearly stating the serious consequences of acts such as smuggling, trafficking, transporting, and possessing drugs, as well as the punishment standards for illegal acts like drug use and inducing others to use drugs within China. They also underscored China's firm "zero-tolerance" attitude towards drug crimes. The lecture content was both professional and rigorous, closely integrating with the daily life scenarios of international students, helping them quickly understand and grasp the key points.

Interactive communication to strengthen the awareness of abiding by the law

At the end of the lecture, police officers Wang Jiajie and Nie Yangmei from the Anti-Drug Brigade initiated an interactive Q&A session. Focusing on the core content mentioned in the lecture, including drug identification key points, anti-drug laws and regulations, and prevention of drug-related risks, they carefully designed targeted questions. The international students present were highly enthusiastic, raising their hands one after another to answer. During the Q&A process, they not only consolidated what they had learned but also deepened their understanding of the red line of anti-drug. This interactive form effectively guided international students to proactively study anti-drug knowledge during their stay in China, further enhancing their self-prevention capabilities, consciously staying away from various drug-related risk scenarios, adhering to the bottom line of laws and regulations, and building a solid foundation for their personal future development with legal and compliant words and deeds.

Anti-fraud propaganda to protect property security

Subsequently, Zhang Feng, a police officer from the Foreign Affairs Brigade of the Population and Exit-Entry Management Detachment of Hengyang Public Security Bureau, and Zhou Yuxin, a police officer from Hongxiang Police Station, jointly carried out an anti-telecom fraud special lecture. Considering the actual situation that international students have insufficient understanding of domestic fraud means and certain language communication barriers, the police specially produced a bilingual (Chinese-English) "Anti-Telecom Fraud Warm Reminder" brochure. It focuses on common scenarios such as fake visa agency fraud ("fraud in handling work or study visa documents through intermediaries"), online shopping fraud ("online shopping fraud"), and fake investment fraud ("fake online investment and financial fraud"), deeply analyzing the operational characteristics of telecom fraud, such as "non-contact" and "numerous and varied fraud techniques". The police specially warned international students: Do not easily disclose personal sensitive information such as passport numbers and bank account numbers. Be highly vigilant about unfamiliar calls and messages claiming to be from "public security" or "bank". If encountering suspicious situations, verify the authenticity through official channels of Hengyang Public Security Bureau to avoid falling into fraud traps due to information asymmetry. The brochures distributed on site clearly present anti-fraud key points in a pictorial and textual form, making it convenient for international students to consult and learn at any time.
